Note: Masks are required in and around the clubhouse area at Dragonfly GC, or any circumstance where it is not possible to maintain social distancing.
Format:
One 18-hole stipulated round of individual stroke play. Contestants will play from the USGA Tee Markers wherever they are situated (see Yardage sheet). The low individual scores will advance to sectional qualifying for the U.S. Open Championship at Torrey Pines Golf Course (South Course) in San Diego, California on June 17-20, 2021. Any play-offs will take place immediately after the conclusion of play for the last spot and two alternate positions.
Competition Schedule:
Starting times will start at 7:30 AM off Hole #1 and 7:30 AM off Hole #10. Please be at your assigned starting time as soon as the previous group clears the tee.

No paper materials will be provided or available on site.
Practice Round Information:
A block of tee times on Sunday, May 9th between 12:00 – 3:00 p.m. has been set aside for players to reserve practice rounds at $49 per round, cart included. Each player may reserve one slot for themselves as a single player within the block by emailing Andrew at info@dragonflygolfclub.com up to two weeks in advance. Phone calls will NOT be accepted for practice rounds. When emailing players may indicate a time preference and an effort will be made to accommodate as near as available. Players who wish to play together, must make separate reservations or provide all names and emails for each player in their group when requesting their reservation. For practice rounds on other days or times, players must book on their own, up to seven days in advance, at the posted rate on the website. Players are urged to reserve in advance as additional tee times at $49 per player may not be available. Single riders are allowed at Dragonfly only when sufficient golf carts are available. Please note, no tee times will be available after 3:00 p.m. on May 9.
Spectators Information:
Spectators are welcome to attend this event and must adhere to the dress code listed within this document and must walk.
Cart Information:
Automotive transportation is prohibited. Players and caddies must walk.
Pull-carts are permitted. SPECTATOR CARTS ARE PROHIBITED.
Caddies:
Caddies are permitted; however, there are no caddies available at Dragonfly Golf Club.
Practice Balls:
The range will open at 6:00 AM.
Payment Information:
Credit Cards are accepted for all purchases (golf shop and food and beverage). NO CASH purchases.
Food and Beverage Information:
The Grill will be open at 6:00 AM.
Withdrawals:
Notify the NCGA at 831-625-4653 to withdraw. Players that fail to notify the NCGA prior to their starting time will be listed as No Shows.
Refunds:
Players who withdraw after close of entries, but prior to the qualifier, will not be issued a refund unless the reason for withdrawing is medically related. Players can withdraw by logging into their account and clicking on the WITHDRAW tab. If a player is forced to withdraw due to newly instituted travel restrictions mandated by state/local government or the Allied Golf Association or any other golf associations (i.e. travel restrictions that were not in place prior to close of entries) and the player is unwilling or unable to transfer sites, a refund (less the service charge) will be issued. No refund for any reason after May 24, 2021. Service charge is $35.
ADDITIONAL RULES INFORMATION
Rules Information:
The Rules of Golf effective January 2019 are in effect and are supplemented by the 2021 USGA Hard Card. The Committee will provide any additional Local Rules needed at the qualifying site. It is the player’s responsibility to know the conditions of the competition.
Scoring: Players are expected to arrive at their first tee with the latest version of the GolfGenius or USGA Tournament Management App. The player GGID is available on the scorecard PDF available above and will be given to you on the first tee by the starter. When logging in, you MUST login using the provided Player GGID or you will not get access to the digital scorecard portion of the app.
- DURING THE ROUND - Within the group, players will be marking for one other player (just as you would with a paper scorecard). The electronic scorecard has a section for "Marker's Notes". This is the equivalent to the tear strip at the top of a scorecard where the marker may keep his or her own scores.
- WHEN ROUND IS COMPLETED - At the end of the round, all players in the group must report any rules issues to the committee and confirm hole-by-hole scores are correct. If there are any discrepancies between your "Marker's Notes" and the scores your marker entered for you, they will be highlighted in yellow.
- CERTIFYING SCORES - Once all scores are correct you will be prompted to "Certify as Marker" and then you will move to "My Scores", located at the top of your screen, and then be prompted to "Certify as Player". This is the equivalent of signing a paper scorecard and satisfies the requirements of Rule 3.3b. Scores will be considered official and returned once the player has left the scoring area as defined in the Notice to Players.

Distance Measuring Devices:
The use of a conforming distance measuring device, as prescribed in Rule 4.3, is permitted.
Golf Balls and Driver Heads:
Only brands of golf balls on the most current List of Conforming Golf Balls and driver heads on the most current List of
Conforming Driver Heads may be used. Updated lists may be found on the USGA website at www.usga.org or by
contacting the USGA Equipment Standards Department at (908) 234-2300. See Model Local Rules G-1 and G-3.
Automotive Transportation:
The Local Rule prohibiting the use of motorized transportation as prescribed in Section 8 of the Committee Procedures
Is in effect.
Prohibition on Certain Types of Shoes:
The Local Rule as prescribed in Section 8 of the Committee Procedures is in effect. Model Local Rule G-7.
Limitation of Golf Balls:
The one ball Rule as prescribed in Section 8 of the Committee Procedures is in effect. See Model Local Rule G-4.
Grooves Condition:
The Local Rule as prescribed by Section 8 of the Committee Procedures is in effect, except that the Exception in the Model Local Rule does not apply. You may check to see if your grooves are conforming by using the Informational Club Database - http://www.usga.org/InfoClubsDB/intro.html
